First I suggest printing all the steps 'cause you will need to restart your machine and perfom some steps without internet connection.

Then save it with name delwpa.bat as type "all files" on drive C:\ at the root level (directly under C).

If you can't find the .bat file on C: then you just have to find the drive containing it. Type D: and then dir so see if it's located there. If you're not lucky then try with E:, etc, etc.
